Automatic Vehicle Location Program

A transit and traffic system that became a public works and code enforcement fleet estate — 167 units across thirteen divisions, owned from the transport underneath it to the strategy on top.

It arrived as a transit and traffic system rather than a fleet system. Buses were tracked by a component interfacing directly with the signal control server, against the alternatives then in use — a strobe, an inductive loop, or a feed wired straight into the signal platform.

The transport underneath it was owned here as Network Systems Architect: the wireless bridges carrying the links, and in 2007 a pair of device servers bought to carry a serial connection across the network. Vehicle location was a radio discipline before it was a network one, which is why it sat inside the Radio Systems Group in the 2008 reorganization drafted from this desk.

What the census showed

By the time the fleet census was pulled in 2013 it had become a public works and code enforcement tool: 167 units across thirteen divisions, with property safety, solid waste, mosquito control and animal care among them.

Fire and police barely register in that count — and not because their vehicles went untracked. They were on an entirely different technology, which is the subject of the dispatch and mobile gateway work elsewhere in this record.

The shape of a census is worth more than its total, because it tells you what a system actually became rather than what it was bought to be. A platform bought to move buses through intersections ended up telling a code enforcement officer where the mosquito control truck was.

Moving it from maintenance to strategy, and tying the strategy to a budget line

As Technology Officer: a brainstorming session in December 2008, a draft strategy document circulating that February, and a meeting the following month to settle direction and finalize the strategy memo before it went upward.

In the same month the Radio Systems manager was asked to convene the carrier and the vehicle location team for a budgetary assessment of a complete solution — explicitly so the City could carry it into the coming budget cycle.

A strategy memo that does not arrive attached to a budget cycle is a document. The assessment was commissioned so that the recommendation would land in the one window each year when a public body can act on it.

Outcome

A census that showed what the system had actually become, rather than what it was bought to be.
