A state transportation department data center relocation, delivered inside a single summer window, with county switching, firewall and platform replacement running alongside.
The window is the design constraint. Public bodies do not have arbitrary change calendars — they have sessions, fiscal years, storm seasons and construction seasons, and a transportation department’s quiet period is short and fixed. A relocation is easy to design and entirely a sequencing problem, and when the sequence has to fit a window somebody else set, the ordering of the moves is the engineering.
Nineteen years of budget cycles and emergency activations in a consolidated city-county is reasonable preparation for that particular kind of deadline, which is not negotiable and is not really about technology.
Outcome
A relocation delivered inside a window set by a legislative and seasonal calendar rather than by the project.
